Recommendations of the Second International Scientific Conference on Digital Media and its Impact on Social Security in the Shadow of International Domestic Law

1. Assigning the mass media institutions and official websites in the Kurdistan Region to organize a long-term national media campaign in coordination with the Ministry of Culture and the relevant parties dedicated to social marketing in the form of short dramas, spot promotions and electronic street publications, on the negative consequences of misuse of digital media for families and social security.
2. Enact a new law that comprehensively regulates the relationship between digital media and social security, and the electronic environment in the Kurdistan Region, with texts on all cybercrimes, including the exploitation of children through digital media.
3. Recommend state institutions and NGOs to open awareness, educational and culturalcourses on the proper use of social networking tools and various electronic platforms inorder to spread awareness on the importance of family unity and not to misuse these tools  that cause harm and family dissolution.
4. Establish an independent organ to supervise and monitor the media, digital media, and social media platforms to make the media a good tool to serve public and private interests (individuals, society, and the nation). With the monitoring of social media platforms by this organ to prevent crime and reduce negative rumors. Another task of this organ is to raise awareness among Internet users, especially young people, about the laws regulating this field, especially those legal articles that criminalize the negative use of the Internet, including social networks.
5. Recommend the legal institutions and relevant parties in the Kurdistan Region to intensify close monitoring of the products and messages of social media to protect the security of society, ethics and values and traditions to make individuals in Kurdish society more familiar with the positive and negative aspects of using digital media.
6. Investigate the reasons why citizens and journalists do not rely on the Right toInformation Act to request information from the parties identified in the law that despite the passing of (10) years after the enactment of the right, the judiciary has rarely been resorted to protect that right.
7. Encourage education, higher education and scientific research, and government institutions through lectures, courses and special seminars on the concepts of social security, culture of coexistence and social reconciliation among all ethnic groups and religions in Kurdish and Iraqi society.
8. Since freedom of expression cannot be abandoned and is difficult to censor, it must be regulated within a transparent legal framework.
9. To promote awareness of Islamic jurisprudence principles relating to property rights for digital, written and visual works and products resulting from digital media, as well as to encourage society to abide by them.
