| 286 | SDG 11, SDG 16, SDG 3, SDG 4, SDG 9 | Sulaimani Polytechnic University | meeting | Upon the Request of Dr. Aram Mohammed Qadir, It Was Decided to Open a Government-Specialized University in the Medical Field in Sulaimani Upon the request of Dr. Aram Mohammed Qadir, the Council of the Ministry of Higher Education and Scientific Research decided to: • Prepare a proposal for opening a government-specialized university in the medical field in Sulaimani • Prepare a proposal for opening a College of Medicine at Salahaddin University – Erbil • Prepare a draft regarding the scientific, administrative, financial, and legal independence of Kurdistan universities At the meeting of the Council of the Ministry of Higher Education and Scientific Research held today, Monday, November 18, 2024, under the supervision of Dr. Aram Mohammed Qadir, Minister of Higher Education and Scientific Research, and attended by the Ministry’s deputies and all public university presidents, the issues of university independence, university revenues, opening a new round of postgraduate studies, continuation of tuition fee discounts, testing the scientific capabilities of postgraduate students and Master’s and PhD students, publishing scientific research, and several other topics were discussed. At the beginning, the Minister of Higher Education and Scientific Research, as chairman of the Ministry Council, referred to the process of admitting this year’s high school graduates to Kurdistan universities and stated: Fortunately, this year as well, with the support of the universities, we were able to provide study opportunities for all high school graduates according to their grades in the colleges and departments of Kurdistan universities. Regarding the issue of continued tuition fee discounts for (parallel and evening) studies, he thanked the universities and pointed out that considering the financial situation of students families has been our great concern and that of our ministry, and therefore within that framework, the decision to discount 45% of tuition fees has been continuing for five years, including this year. The following decisions were also issued at the meeting: 1/ Upon the proposal of Dr. Aram Mohammed Qadir, Minister of Higher Education and Scientific Research, and the council members’ welcome of the proposal, the Council of the Ministry of Higher Education and Scientific Research decided: First: To instruct relevant parties to prepare a proposal for opening a specialized university in the medical field in the city of Sulaimani, due to the great need of the region and the Kurdistan Region for qualified and high-quality health and medical staff. Second: To prepare a proposal for opening a College of Medicine at Salahaddin University – Erbil. 2/ Upon the proposal of the Minister of Higher Education and Scientific Research regarding the independence of Kurdistan universities, the Ministry Council decided to form a committee for the purpose of preparing and writing a draft project for the scientific, administrative, financial, and legal independence of Kurdistan universities, with the aim that Kurdistan universities within the framework of this project have greater opportunities to develop and advance their capabilities in all fields. 3/ Regarding opening a new round of postgraduate studies (Master’s, PhD) in public universities of the Kurdistan Region, Kurdistan universities were instructed to annually open postgraduate studies (Master’s, PhD) in public universities of the Kurdistan Region according to a specified schedule and time as needed. Regarding the next round, for those universities that have academic staff and intend to open another round of postgraduate studies but have not yet submitted their plans, they need to submit their plans to the ministry and the postgraduate guidelines preparation committee as soon as possible, in order to work on the plans for opening a new round of postgraduate studies. 4/ Regarding the issue of English language proficiency tests for postgraduate students, the Ministry Council decided that Master’s and PhD students in all departments of colleges in public universities of the Kurdistan Region are allowed to discuss their Master’s thesis and PhD dissertation without the condition of English language proficiency, but universities will not award them certificates until they meet the English language proficiency requirement according to relevant guidelines. 5/ Regarding PhD studies in split-site format, the Ministry Council instructed Kurdistan universities to prepare financial standards and mechanisms for this study system. For this purpose, a committee will be formed to study the financial aspect of the first round of split-site. 6/ Regarding the financial issue of universities, after the DiPresident General of the Office of Administration and Finance at the Ministry of Higher Education and Scientific Research presented the financial issue, revenues, and spending methods in universities to the Ministry Council with data and statistics, the Ministry Council decided to liaise with relevant parties to resolve the issues regarding this matter. | Read More | 2024-2025 |
