The Directorate provides legal support, consultation, and guidance to ensure that all university activities, decisions, and administrative procedures comply with applicable laws, regulations, and higher education policies.<br>The Directorate is responsible for safeguarding the University&#8217;s legal interests, supporting informed decision-making, reviewing legal documents and contracts, and representing the University in legal matters when required.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Main Responsibilities<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Legal Affairs Directorate is responsible for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Providing legal advice and support to the President of the University and the Vice Presidents in implementing laws, regulations, directives, official decisions, and administrative procedures.<\/li>\n\n\n\n<li>Offering legal interpretations and opinions on issues referred to the University Presidency.<\/li>\n\n\n\n<li>Providing legal consultation to the University Presidency, directorates, colleges, and institutes affiliated with SPU.<\/li>\n\n\n\n<li>Coordinating legal affairs and ensuring the proper implementation of legal procedures across the University.<\/li>\n\n\n\n<li>Participating in various university committees to provide legal guidance and ensure that committee decisions comply with applicable laws and regulations.<\/li>\n\n\n\n<li>Receiving and reviewing complaints submitted by employees, students, and members of the public, conducting legal assessments, and coordinating with the Ministry of Higher Education and Scientific Research and other relevant authorities to resolve legal matters.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Importance of the Legal Affairs Directorate<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Legal Affairs Directorate plays a vital role in supporting the University&#8217;s governance and ensuring legal compliance.<br>Its responsibilities include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Providing legal opinions and recommendations before administrative decisions are made by the University Presidency.<\/li>\n\n\n\n<li>Reviewing, drafting, and examining laws, regulations, directives, and legal frameworks related to university administration.<\/li>\n\n\n\n<li>Coordinating with the Legal Committees of the Ministry of Higher Education and Scientific Research regarding draft legislation, regulations, and directives affecting the University.<\/li>\n\n\n\n<li>Providing continuous legal support for implementing and enforcing university decisions.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Directorate offers legal services to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The President of the University and the Vice Presidents.<\/li>\n\n\n\n<li>All directorates affiliated with Sulaimani Polytechnic University.<\/li>\n\n\n\n<li>All colleges and institutes under SPU.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Organizational Structure<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Legal Affairs Directorate consists of two specialized divisions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Contracts Division<\/strong><\/li>\n\n\n\n<li><strong>Legal Consultation and Case Follow-up Division<\/strong><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h4 class=\"wp-block-heading\">Contracts Division<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The Contracts Division is responsible for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Implementing laws and regulations governing contractual employees at the University Presidency.<\/li>\n\n\n\n<li>Reviewing all contracts concluded by the University Presidency, colleges, and institutes.<\/li>\n\n\n\n<li>Examining procurement contracts, service contracts, employment contracts, and vehicle-related agreements.<\/li>\n\n\n\n<li>Reviewing lease agreements for buildings and facilities rented by the University Presidency.<\/li>\n\n\n\n<li>Preparing tender documents for university projects.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Legal Consultation and Case Follow-up Division<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">This division is responsible for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Monitoring the activities of the Legal Affairs Directorate and preparing annual operational plans.<\/li>\n\n\n\n<li>Drafting official orders, correspondence, legal reports, and memoranda.<\/li>\n\n\n\n<li>Representing the University Presidency in courts and legal proceedings where the University is either the plaintiff or the defendant.<\/li>\n\n\n\n<li>Following up on all legal cases and disputes directly or indirectly related to the University.<\/li>\n\n\n\n<li>Strengthening cooperation with the legal directorates of the Ministry of Higher Education and Scientific Research and other governmental institutions to facilitate legal procedures and ensure efficient legal services.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Strategic Plan<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Legal Affairs Directorate aims to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strengthen coordination between the University Presidency and the legal directorates of universities and institutes under the Ministry of Higher Education and Scientific Research.<\/li>\n\n\n\n<li>Enhance cooperation with legal departments across the Kurdistan Regional Government.<\/li>\n\n\n\n<li>Improve the efficiency and effectiveness of legal services within the University Presidency.<\/li>\n\n\n\n<li>Develop and strengthen the legal units in all colleges and institutes affiliated with Sulaimani Polytechnic University.<\/li>\n\n\n\n<li>Promote transparency, accountability, and full compliance with applicable laws, regulations, and governance standards throughout the University.<\/li>\n<\/ul>\n\n\n\n<hr
